this actually makes a lot of sense, and also explains why he'd want to marry the princess so that his line would be able to usurp the Mushroom Throne from house Toadstool.
Alright it's all starting to make sense now, the Mushroom Kingdom is not in fact a Kingdom, it's an empire. Ruled by an emperor, Peach's father, King Toadstool. Emperor Toadstool rules over all the lesser kings and queens that govern their own lands, Bowser's father, Morton Koopa, First of His Name, King of the Koopalands and the Dinosaur Isles, is his vassal. The emperor is widely known to be ineffective and bad at his job, the taxes are heavy for exorbitant construction projects across the Mushroom Kingdom, including a massive arcane pipe network connecting seemingly insignificant locations to one another. The Double King Morton the First sees an opportunity to strike out for independence, and seeing the opportunity as well, the sitting Duke of the Goombas forge an alliance with Morton the First and join the war for independence.
The war takes a heavy toll on the land, once prosperous trade routes are reduced to ruins, local peasants and counts seize the opportunity and crime likewise flourishes. Random bricks from catastrophic destruction are sometimes all that remain of once great fortresses, and yet more are constructed during this time. The initial successes produced in the war begin to falter, and the combined forces of the empire turn the tide against the rebels. The Yoshis sign a seperate peace deal with the Mushroom Kingdom, giving them independence but calling them in to fight as allies with the empire against the Koopas. With rebellion among their own ranks and seeing his defeat at hand, many of the Koopa Troop begin to surrender to imperial forces. The war quickly reaches far into Koopa territory...
Morton the First produced an heir at some point during this time, but he eventually loses the war, and it costs him his life.
Chancellor Kammy Koopa, regent for the infant Bowser Koopa, reluctantly signs a peace deal with the Mushroom Throne.
Bowser is left practically orphaned with no memory of his father, and Emperor Toadstool remains on the throne. Years later, princess Peach is also born. Their rivalry simmers to this day.
The Mushroom Empire is a vast and unwieldy thing. Its economy is doing fairly, however it has a hard time defending its own lands. When faced with threats, it prefers to hire adventurers or mercenaries, or send a small number of knights to deal with it. Fielding large armies is not something it is terribly interested in since the civil war, but the Koopa Kingdom remains unruly, as do many local lords. The Duke of Stardust Fields is in open rebellion against the throne, and virtually nothing is done about other rouge baronies across the land. The far off town of Rougeport remains under the competing control of local gangs and crime syndicates, and in these places far from Castle Toadstool, the reach of the Mushroom Kingdom is barely felt at all. It is a time of peace, but it is only really held together because of Bowser's preference to stage elaborate plots and procure arcane objects of power rather than directly secede as his father tried and failed to do.

The more I learn about the greater Mushroom Kingdom the darker it seems. Technology exists all over the world but many parts of the MK are still very rural and backwater when some parts are booming metropolitan regions. Those booming regions are mostly the way they are due to mineral extraction based economies, revolving around diamonds and gold most namely, but a good portion of their economies is surely the export of mushrooms and other agricultural and pharmaceutical exports. The heavy industrialization and mining probably only happened in the last 20 to 40 years as well as a result of the war. While some regions were left completely decimated in both population and infrastructure, others were thriving far from the core region...
The result is increasingly distant and powerful vassal lords seeing their own gambit for independence, tired of paying taxes levied for the benefit of the core regions alone. Peach Beach surely wouldn't even have existed without that influx of taxes, and it is a gross misuse of funds when so many other towns and villages have never really recovered from the war.
Hell, Wario, just some lowborn with a gold mine, managed to buy up land of his own. Could it be that Peach was using that money to pay back her infirm father's debts, or is it to line her own pockets in secret while the peasantry is none the wiser?
In fact the royal family themselves appear to be descended from humans from what is now the Metro Kingdom, perhaps they're even decended from Hylian explorers, or conquerors, in any case they seem to occupy a powerful and wealthy class above your average Toad or Shyfolk, or especially Goombas. And it is only upon their labor does that gold mine keep making money, Wario. It is only upon the labor of the peasants in the fields do the mushrooms keep a-growing
There are gargantuan class divides in the Mushroom Kingdom, and likely those divides are also geographic. Many areas, most areas, of the continent are poor and backwater, but some coastal cities, far from the effects of the old civil war and are thriving based on mineral and agricultural exports, and in return the ruling class gets wealthier and gets to play with the latest technologies from far away lands. Even Bowser is a participant in some of their decadence.
However, in spite of this, Peach is well beloved by the populous and hated by most of her vassals. She's a populist leader who throws festivals and makes herself seem as generous and kind as possible. It is quite possible that there hasn't been a public execution since her becoming acting monarch. She prefers to win over the hearts and minds of her subjects, not necessarily her vassals alone. Bowser by contrast, who openly goes by the title His Vileness, rules through fear, brutally punishing all dissidents. Even in spite of this I think many will be attracted to Bowser's cause regardless, because his cause is independence FROM the ineffective and perhaps even straight up corrupt reign of the Toadstools

Alright so there's a new theory I've cooked up: The Mario world is running out of fossil fuels after over a thousand years of intermittently burning it.
There ARE examples of oil companies in the Mushroom Kingdom to this day, for example, Fire Flower Oil (subsidiary of the Fire Flower Corporation), Bullet Oil, and Luigi Oil to name a few.
And in Paper Mario: TTYD we get this line from a crow we're eavesdropping in on. This isn't a matter of oil just getting expensive, it's running out. Being entirely depleted. And not just oil either, fossil fuels in general are very scarce, and becoming even more so over time. Fire Flower based biofuels have begun to step in to take their place for cars and karts, but the overall energy industry is very bad.
"Power isn't cheap"
It's economic to burn torches for lighting in many places. It's far more economic to get electricity for charging a battery by running on a treadmill to generate electricity than it is to hook up to the grid and just use that.
In the ending of the chapter on New Donk City, (spoilers if you haven't played Odyssey yet), A Traditional Festival!, you participate in a festival commemorating the city's founding, and there are LOADS of flaming oil barrels, clearly labeled "OIL" everywhere. The city is still expanding, but now, its power comes (mostly) from a machine which drains Power Moons of their energy.
This I believe is a recent change, the founding of the city was built on oil exploitation, not unlike say, Los Angeles, however now it's all depleted and in order to maintain the constant and still explosive growth of the metropolis (marked by girders everywhere, constant construction going on), they've switched to a greener, if still somewhat unsavory alternative power source, Power Moons.
We also know that technologically very advanced civilizations used to exist on the Mushroom Continent. King Shroomses ruled over some ancient toadish civilization centered on what is now the vast Dry Dry Desert, and it appears to have made its vast riches through oil. Throughout time, technology has waxed and waned, and this has been true for at least two thousand years.
The end result of all this leads me to the conclusion that the mushroom world has simply depleted its oil reserves, in very developed regions, such as the industrialized and militarized Koopa Kingdom, geothermal magma power has taken the place of fossil fuels, and in the Metro Kingdom, draining Power Sprites has become the predominant method for generating electricity. In more rural areas, manually producing power via treadmills is the only option for recharging appliances. Some regions still rely upon fossil fuels though, especially in the relatively backwards greater Mushroom Kingdom. No matter your method for getting electricity, it won't come cheap.
