I'm only halfway through , so big asterisk here, but I get the impression people don't quite grok the fear that The Web represents?

In part because it can do so much with so little.

The wiki says the Web is "the manifestation of the fear of being controlled, entrapped, being trapped and not knowing it, and your will not being your own, of being manipulated".

I think that's all right, but it doesn't quite capture the actual nature of the fear.

I think the Web is the fear of *futility*. It's thinking you're trapped in a vast and complicated system, and no matter what you do, you're not getting out. It's believing that you're ensnared by something bigger than you, and nothing you do will matter.

After all, whether a fly in a web struggles or accepts its fate, it's getting eaten.

And I think it's a remarkably economical fear to feed on, because after a while, paranoia becomes self-perpetuating. Our natural pattern-finding tendencies allow us to find meaning in the most mundane circumstances.

Web only needed one early intervention with Jonathan Sims in order to plant the seeds of paranoia and suspicion that would fruit for decades.

I know it's eventually revealed that the Institute serves Beholding, the fear of being known or watched, but honestly, I'd be shocked if Web didn't also thrive on the paranoid helplessness that seems to come from working in the Archives.

And Web doesn't want a ritual, because a ritual can be thwarted. Web, more than any other entity, has to be seen as *potentially* all-encompassing.

If a ritual for Web was thwarted, people would believe it had been weakened or its influence reduced. They'd feel more comfortable chalking things up to chance instead of viewing them as part of a grand, shadowy scheme.
